Aesthetically taken it was a good choice. The cradle doesn't need to remember individual personalities. They are just a visual representation of the staff - a faceless oppressive, authoritative force in asylum's system. And staff models are based on human models, not zombie models. But if the staff had faces and clothes you would perceive them as normal people - maybe dangerous people which you should avoid, but still people like you. It is obvious this wasn't the intention.
It is also unfair to criticize common skin for every puppet if you don't mind that other models like guards or hammers are just as much generic.
Fish eye perspective may suggest a twisted perception of reality. If the cradle thinks you are the patient, you assume that deformed perception of reality. There would be a problem with this perception in the final part when you enter the memory not as a patient but as yourself. That's open to speculate about. Maybe the cradle assumes that anyone who enters the cage is an insane person and assigns him/her this perception in memory by default.

Speaking of the staff, are they simply a black textured character, or is it a character with a special filter on? I swear that when they "glint" I can see clothes.
