it's always been there, it's there now, and it always will be, it's just how the engine works. you don't remember because the human brain is programmed to smooth out memories, making you forget the bad parts of things. kind of a natural suicide prevention mechanism - the less chance more people realize that life is mostly shit not worth living, the better the chance of them not putting a bullet into their heads, increasing the chance that the species will survive. but that's kind of straying off topic here.
anyway, the jitter can be minimized by brushing in an appropriate way.

Actually, I had similar "jitters" when I had installed my game onto an old HDD that had slow seek/transfer rates. But, the "jitters" were completely absent when playing with a faster HDD. My guess is that the game does not actually cache the audio samples for the background ambient stuff, and when you change locale, it will pull that sound off the HDD. If your disk is slow or highly fragmented, you'll experience a "jitter" at that moment (which is why going back and forth over the same spot will make it obvious - you are changing into and out of a new ambient sound each time.)
So, if you have the option, try putting it on a faster HDD or, even better, an SSD. If those aren't an option, try defragging the disk it's installed on. And report back here, in case it helps (or even if not). Good luck!
(p.s. if I'm right, it explains why some people never see it - they have sufficiently fast data access for it not to slow the frame rate for that moment of transition - while others definitely notice it.)
