No, that has nothing to do with it either.
This is, as best I can figure, caused by the player camera moving through a portal split. In SS2, there's a particular set of corridors (Engineering level) where the view jitters almost constantly as you walk around. After much hair-pulling and flailing about in DromEd, I discovered that the geometry in that area was creating a split at almost exactly eye-level. So as the player walks around that area the headbob causes the camera to be shoved back and forth through portal splits.
This effect can be easily observed by crouch-walking or corner-leaning through almost any doorway. I imagine it's easier to notice this now than it was years ago due to the rock-solid 60FPS frame rate we can play it at these days.

I don't recall ever experiencing jitter or lag with the first two games - even when playing them back in the early 00s. Also I haven't observed it on any Fen's let's plays?

I'm pretty sure its what ZylonBane just explained. I remember seeing this a long time ago. Just crouching and crawling about about where I've noticed those abrupt areas. When I got on them just right, I would either get to see just sky on one end or the hall of mirrors effect. :p
