Seriously, it seems to be a basic furniture sometimes.
Whenever I go to a Hammerite or Mechanist building I find one of these along with other creepy torture machines...
I would expect them to have it. But heck even the Mages guild like to play with those in the basement.
The City is too creepy for poor criminals and thugs.

Yeah, I know what you mean. They even have one in the Opera House storage in Song of the Caverns... and there's blood on the spikes!
