seems like there's one in the Muses Garden, since there is a suspiciously deep pool... but I couldn't find anything around it to open the grate or anything

Right location, but the
secret is not so complicated as you might think.
Just
dive down and investigate a little bit more carefully.
You missed something 'obvious'.
