What does the third key opens? Since there was no message with this one, I'm thinking it's the wharf door. On the floor above it there is a locked door, where I suppose the controls are, but my keys don't fit (and it's not pick-able)

In the warehouse opposite the wharf doors, there are two on top of a large crate. Then go up the ladder and into the office with the big green safe. There are two on top of the bookshelves in there.

There are 3 Belmont's keys.
The first one opens
