Yes, but Max Payne 3 is being led by R* Vancouver, who were the principle devs for the original Bully release.
Considering that Bully is the only title from the GTA school of gaming that I have fond memories of, even if MP3 isn't Max Payne, it's in more than capable hands.

Fond memories. I liked Vice City just fine for what it was, warts and all it's the only actual GTA I'd consider replaying, but a Scarface pastiche isn't the sort of story I'd think warmly about.

As a game programmer, I'm creaming myself over their tech that automatically and completely realistically adjusts the body position depending on the movement and aiming angles. That just looks awesome. And when they get to the part where he is holding the heavy shotty and say the system "shift max's balance as he carries a long arm weapon while shooting a pistol with his other hand" I'm just "woooow." Yea I know it's probably 90% smoke and mirrors but the end result looks amazing. And it's nice to see "next-gen" finally stopping focusing on just rendering and going into other areas like animation*. Hopefully we'll see next-gen "revolutions" in stuff like AI soon as well :D
* note: I know animations have been constantly improving, but the basic skeleton+skin design hasn't been changed much since HL1 ! That and when devs pimp their game, they almost always focus on graphics, so it's good to see animation being the focus for a change.

Yeah. Max Payne 2 is one of, if not THE, greatest of all 3rd Person Shooters. It is a shame, as building upon that awesome foundation could lead to one amazing experience.

This actually sounds really cool. I'm most interested in how they are going to pull off the narrative type sequences for the mp portion of the game.
As a long time fan of
The Specialists (a mod for half life) which had slowmo and dodging I can see this being a really fun similar version of that.
