In answer to your question, I did the cutscenes (Tiens made the actual mission for Part 1). I tried to capture something of the original cutscenes, especially the depiction of the City, so I'm glad you picked up on that

too long :sweat: - I have been working on them on and off for a couple of years (more off than on though)
I started out using after effects but I soon realised it was virtually impossible to do anything other than simple camera movements. So I ended up using 3dsmax to construct the shots - this gives you full 3d, good camera and animation tools, + particles and so on.
I don't know how the original cutscenes were done, but I suspect they did the same thing, also look at Infamous 2 cutscenes - though a different style it's using the same techniques.
Basically I tried to avoid modelling as much as possible - because its time-consuming, and tried to use billboards, cut-out images from photoshop applied to planes, wherever possible.
If you look at the Intro shot with the slow pan across the rooftops (this was the first thing I tried to do incidentally) the rooftops in the foreground are 3d (but very simple) but everything else is flat planes, in 3d space - each layer of buildings is pushed further back, so you get proper parallax effects.
The biggest challenge with this technique are characters and facial animation, which again, was kept to a minimum. Some of the later cutscenes have a lot of this though.
The advantage is speed, in terms of not having to model absolutely everything, and retaining a hand drawn feel to the animation, even though it is in 3d space.
