So, replying to myself here, but I just tried a couple of the newer TDM missions done this year, and the blackjack was fine. Maybe the problems I had were just on missions made earlier.

I'm wondering if the move to the stand-alone Dark engine (DooM not needed) has anything to do with it? Maybe one tiny string of bad code slipped in somehow.

I know at one point in development, they consciously made a decision to change it, mainly because players complained it was too difficult. Not sure if that was before or after going standalone though (I'd guess before).

TDM v1.05 had some major fixes to Blackjack hitbox behavior.
If you haven't played TDM since before v1.05 you should try the latest release.

As you noted, that shouldn't be the case anymore. Though there are some differences between Thief and TDM when it comes to the success conditions for blackjacking. These may help anyone finding that difficult:
