Only half the UK has broadband, they're trying to get the other half wired up but companies don't want the expense of installing the equipment in villages and so on. About 25-30% are still on dial-up. I live in London and only got broadband last year, and that's not that uncommon. If you go to Spain / Italy / Greece etc then I've heard it's even less on broadband.
Edit - jtr most definitely doesn't live in a third world country... Even if you live in countries like Brazil, Argentina, South Africa et al, you could easily face the kind of situation he describes.
Anyway, to get back to the topic, I will post my results tomorrow when I've re-installed Doom 3.

I need to build a good gaming computer. Doom 3 runs like crap, on even my best gaming computer (Er, laptop), and thus TDM runs poorly as well. Also, on the internet thing, I'm just lucky my roommates job gives them any internet for free. It costs a bit more than anyone I know can annually afford.

One thing that might be useful is to spec out a basic, but solid TDM machine. I'm betting one can be had for under $400. You don't have to buy an OS, a geforce 9800gt will do the job and is about $90, and a mobo/CPU/case combo should be under $300. A rig like that should run the mod well for years to come.

It looks like a disagreement is happening because some portion of users among the whole might need to use the steam version of Doom3, but some subset among that subset might lack internet connectivity. And it's taking place on an online forum, where the members have an online fan mission base of approximately 1000 missions (measuring into gigabytes of size) for games that are more than 10 years old.
Some points:
- If you don't want to use Steam (as I don't), try to buy a retail box. Mine was $20, 6 years ago. Give ebay a shot (assuming you can get online, which also assumes you're reading this at all). Ask a friend. Contact a mail order distributer. Etc.
- There are also other download distributers. I've used direct2drive once myself (Penumbra trilogy, yay).
- If you absolutely cannot buy a retail box, perhaps you can find some other means.
- If you don't have an internet connection available to you, you're not likely going to be playing the mod anyway (distributed via the internet, including the mod itself, updates, and missions). Dialup does still exist, though.
- If your system cannot run Doom3, it is quite an old system, and modern gaming may be out of reach for you anyway.
I worked on TDM for the first 3 years using a 1.4GHz pentium and a GeForce Ti4600. A what? Yeah, it's old. The system is to my right at this moment, is >10 years old (born Aug 2000), is still working, and still runs TDM. It doesn't run at 60 FPS, but 15-45 FPS is the performance range based on location, and yes that's with the bells and whistles (except heat haze, which that card doesn't support in hardware, it's so damn old!).
I think a lot of the "[someone] can't run it! Not fair!" stuff is exaggerated based on principle and little else. For the individual(s) who truly are in that situation, sorry, you might have to miss out. You're the only person who can attempt to get your system up to date (to at least a decade ago).

I've been thinking about putting an old Gf4 ti4600 in this Pentium 4 3 ghz, replacing the crappy Geforce 6200 it currently has. Would this improve TDM performance? I know it wouldn't support the water effects, but I think the ti4600 is a faster card. This was before the days when video cards started requiring 5000 giga-mega-watts!!1one, so it should be ok on the 200 watt PSU that machine has.

Based on upgrade experiences I've had, I don't think that would help. Yes the 6200 is a dog, being the bottom of the barrel for the 6000 series, but it's difficult to believe it doesn't outperform the Ti4600. Maybe it does though, I'm not sure. But if both cards lack instructions for heat haze/water, then I'd ditch them both, and buy a dirt cheap GF6800 or GF7600 on ebay. That's what I did for my other two systems, one for I think $14 and the other for $18, IIRC.
Really dirt cheap upgrades => doubled performance

Please pardon the third world comment , no insult was intended I was kinda miffed at him attacking me that way. I still dont believe it was warranted but whatever.
Moving on.
I have had broadband access for 7 or 8 years now. I remember I had to wait like 6 months for them to get around to my neighborhood when they first started rolling them out in delaware county pa. Thats near Philadelphia Pa, USA for those in other countries etc.
My point being its easy/natural for me to assume (in this case incorrectly) that its the same elsewhere.

I do know how painful dialup access is. I started with a 1200 baud modem way back in the day, Everything was text based back then but it was still painfully slow.
As far as building a cheap pc to run the darkmod yea it can be done for under 400 bucks easily.
At least in the USA anyway I understand parts are more expensive in some other places.
