There are two different timeframes. The "It's done when it's done" timeframe is for the unwashed masses, and the projec tplan is to keep us informed what we want to do next and when we expect it to be ready. And as Zylon correctly pointed out - If you don't have milestones set, the tendency is to not do anything at all, because there is still a LOT of time ahead.

I just assumed volunteers had the drive and interest to actually work to finish what they started. Maybe I'm just an exception.

Well, you sound like exactly the kind of person who should sign up then.
And a quick glimpse around the internet would show you that the vast majority of mods do not get finished. So that assumption doesn't appear to be based on any real knowledge or experience with mods.

I think it's rather the other way around. And it's easy to see why. In the beginning you have this cool idea and are totally enthusiastic. So you start working on it, and if you are good enough you make a lot of progress. But after some time (3-4 months) it starts dragging, because the enthusiasm doesn't hold THAT long and it becomes real work. In fact you can check my theory. Most free projects die within the first 3-4 months I would expect.

I'd say most projects die right at the "hey look guys I made a webpage" stage. Either that or shortly after the first media is posted (usually a render of a gun or something).

This is true, but that forum only ever has two posts in it. The first post contains a long and flowery description of what the mod will have once the team leader can find volunteers for every position imaginable. The only other post in the forums is dated one year later and contains the message "is tihs mod ded???:(? "
