Actually I believe that is the developers you hear. This was when they were testing the sound system I believe. There are more if you do a search. They can be seen and heard with Dromed.

I remember doing this once though it was quite a while. I think you have to take the SND.CRF file from Thief 2 or the Thief 2 demo and put it where Thief 1/Gold's SND.CRF is. Then that hidden conversation plays.
