They never explain it directly, it's up to you to work it out. You should understand it once you've finished the game though.

Yes and no. What the Sentients do in the end is fairly obvious (but with some details not revealed). How it all came about isn't so clear though.

My though was that they sacrificed themselves to give "sentiency" to the artifacts (and possibly turned mad/evil during the years, i.e. the Eye and the Heart), but this theory is now sorta ruined by this comment (I did not hear it in the game). It suggests that the artifacts were sentient already when the Keepers thought up this solution.[/spoiler]

The question of the Sentient's origins is never fully answered. From what I understand, the artifacts gained their sentient abilities on their own, no Keeper aid required (I don't recall any book about sacrifices). The Keepers most likely found out about these artifacts and decided to use them as they were dangerous to normal people (more than enough people have probably lost their minds listening to The Eye and The Heart).
Another interesting point about them is that through the ages they've been evolving. The Eye remarks that aisde from The Heart, the other artifacts still haven't learned how to speak yet, but will in time.

A lot of the artifacts seem to have something to do with the tricksterites. IIRC the Hammerites originally got The Eye from the pagans, and as we know, the Trickster had some... interest in it. The Paw is in pagan possession. The Kurshok were originally trickster worshippers. The Chalice, while less related than the others, was used as a method of execution. The Heart... not sure about that one.
I can't help thinking The Trickster had something to do with the whole thing.

A definate possibility.
* The Eye: Connected to The Trickster somehow, we all know that. At the very least, he knew about certain powers it had.
* The Jacknal's Paw: The severed hand of an ancient Kurshok King that The Trickster took in rage when that King tried to defy him.
* The Crown: Originally a Pagan artifact that The Trickster gave as a gift to the Kurshok.
* The Chalice: As you said, served as a method of execution for many Pagans.
* The Heart: Nothing's really known about this one other than it can talk, and it was just recently found in an excavation.

Perhaps the pact mentioned is that the Keepers asked for their help in setting up the Final Glyph, and in exchange, the Eye demanded 5 of their number sacrifice themselves.
