It used to be that several missions didn't have any loot requirement at all, and very rarely did it ever approach 90%. The objectives tell us what Garrett himself is interested in, while letting the player add to it in whatever way allowed. Here are two tables from separate posts. The first one is based around Expert only, with the highest percentages required highlighted in yellowish, and the zeros in pastel purple-ish. The second table provides the requirements for Normal and Hard difficulties. TDS turned many organic things into templates of the same percentage requirements for every mission, and three Special Loot items per mission.

The older titles made it easier for players to feel more relative morality, and if they felt bad about stealing from commoners and servants and children, they usually didn't have to question whether they could skip that loot and still meet requirements. Usually, the biggest reason to steal everything one could, aside from enjoying cleaning a level out for thoroughness's sake, was to help with purchasing in the next mission, for tactical reasons, or again just to max it all out. I hope T4 eliminates the pressures to steal to aid in equipment purchasing in the next mission to feel more secure about it during the first playthrough.

The only anorganic thing I can see here is the somehow ridiculous assumption that Garrett knows the total amount of loot. Still, I don't see this difference between "2000" loot and "90%" loot, both only abstract figures more or less. Plus, there is still no link to the morality issue of this thread to which I replied in the first place. For that you'd have to link the 90% to an intended objective to "rob the place almost blind" and the 2000 loot objective to "rob a lot of things, hoping that they still have enough afterwards"... which would be kind of peddling.

I think the "Garrett knows the total amount of loot" part was just for our convenience in TDS, so those who wanted to clear the place out perfectly wouldn't have to wait til after the mission before realizing they missed a cup or something.
If you want that link between 90% and robbing a place blind then just look the the Widow Moira mission. Leaving the inheritance leaves you stuck at 88% loot, forcing you to take it if you are playing on Expert. That choice you are supposed to have is taken away from you.

I must say that i stole a man's food in a fan mission. Then it failed because of the repercussion of the man starving to death. but in rest: oh...all the shiny loot to gather. Like metal chocolate in easter hunt. :joke:

So how do you guys feel about acing guards? On the one hand they are impeding your commission of crimes, and on the other your basically killing a police officer for doing his job. Sure their dressed in funny outfits, but imagine for the briefest moment that YOU were the one in a silly red tunic..
It's dark, your tired and hungry. And some git in a hoodie comes creeping out of the shadows to steal from a law abiding citizen because they are constitutionally incapable of functioning in a normal society.
Then he kills you.
Poor mother redshirt, learning her oldest son was killed over a silver chalice.
And before anyone mentions "NO KILLS NO SPOTTED ALL LOOT RUNS ALL DAY", keep in mind that the game was obviously designed for the player to commit murder. If you weren't then there would be no swords or broadhead arrows to be found.

I don't feel bad about stealing people's things in this game. :)
However I do sometimes refrain myself from stealing them because the scenery looked so nice decorated with treasures. But then again after admiring them being on display, I steal 'em. >:]
I dont' feel bad stealing but I do feel bad bonking innocent people on the head; especially when all they're doing is standing infront of a cozy fire. :p
