Winter Cat is right - the problems with this mission are almost certainly the result of using the "wrong" CONVICT.OSM file. I had the same problem with this mission a few years ago.
I used the german version of
Thief Gold, called
Director's Cut in Germany, and had problems with the objectives as well. I entered the house by
taking the key from the windowsill and unlocking the house's door. After that, I stole the gem from Worthingdons sleeping room (I think), then went back to where I met Farkus and towards Garrett's home (at the starting point, if I remember correctly). While the objective "Get the gem" ticked off, "Enter the mansion" did not and was not fulfilled.
I downloaded another CONVICT.OSM (size about 1.1 megabytes, date: April 12th, 1999) and incorporated it into the missions .zip file, by unpacking the mission, adding CONVICT.OSM and packing all that into a new .zip file. That way, Darkloader takes care of replacing
Thief's CONVICT.OSM with the one needed for
The Gem and bringing back the original CONVICT.OSM again after playing the mission.
The "right" CONVICT.OSM is available at a german site: (
http://www.thief-dp.de/news/convict.zip). Download this .zip file, unpack it and you have the "right" CONVICT.OSM.
If you want to check whether this is the right solution for your problem, start Darkloader, install
The Gem via Darkloader (but don't start the mission yet!), then copy the "right" CONVICT.OSM into the game directory. Then, play the mission via Darkloader. If you're done, replace the downloaded CONVICT.OSM with the one from your
Thief CD again.
If you start the mission, start a new game. Reloading a saved game saved with the "wrong" CONVICT.OSM usually won't work.

Note: There is already a dml by Unna in the TFix FMDML package so you NEED to delete that dml (gem_miss15.mis.dml) from Voodoo's FMdml package in order for this new dml to work correctly.
Fixes:
- goal 0 is now working
- final goal is now irreversible
- doors, painting (open angles, open positions, positions, black screen, blockfrobs, protection, physdims, scaling, material)
- AIs (behaviour, conversations)
- misplaced objects (barrel, ladder)
- minor fixes
