If you pay (or have paid) more than $4.97 for bundle number 3 you now get the games from bundle 2 thrown in for free. I had a couple of them already but it was a pleasant bonus even if my gaming backlog just got a little longer.

Everyone who bought the bundle prior to that announcement gets those games, it's only people who buy afterwards who have to break the average.

Thanks for the clarification. The price is now up to $5.24 but it's still very good value if you want some of the games.

Holy crap, they're only ~200K short of 2 million dollars. I wasn't particularly wowed by #3's titles -- I already had AYIM and VVVVVV, and the rest are sort of take it or leave it. Definitely not as insta-buyable as #2's games, so their latest move on including #2 in was incredibly well calculated.

I think it's about even if you ignore what you may already own. In my opinion, the insta-buyable games from #2 were Machinarium and Braid. The insta-buyables from #3 for me would be VVVVVV & AYIM.
Of course, I'd say Steel Storm tipped the scales once they added it :D
In both cases, I practically bought the bundles for one game each (Machinarium and AYIM, respectively), since I already owned Braid and VVVVVV.
Regardless of all that nonsense, it's great for people to get a chance to get Bundle #2 again (just like I was able to get Bundle #1 via Bundle #2).
