Drept is the only non-Keeper that managed to spot Garrett sneaking upon him.
That´s quite fenomenal when you consider that even Keepers will loose sight of Garrett.
You could also say that Moira spotted him but I think she was just talking out loud because she was mad and she said "Thank You" only because she heard the noise of a wine bottle being laid on a table, thinking it was just a servant doing her orders.
Now how can that inspector be so good ?

Childhood hell at the Cradle. He manages to escape it during the revolt. He has to live in the streets as a beggar. He has to steal a little to stop his stomach meeting his spine.
And then...
He spots a Keeper.
That´s possible. Because HE SPOTTED THE HAG ! He spoted a sneaky monster while playing guess what ? Hide and seek. And she even didn´t see him...
So the keepers start training the kid who tries to find info about the Hag in the Keepers - sadly Gamall is centuries old and already wiped out everything about her.
So without keeper info where poor Drept could find substantial details about that monstruosity ? Which organisation is famous for killing monstruosities ? Yes, the Hammers. So Drept became a Hammer spy. He informed the Keepers about Hammer stuff.
But to keep his secrecy their contact was very minimal. He coudn´t visit the Keeper´s Coumpound. That was a misfortune because when the Hag assumed the little girl´s form he would identify and kill her.
His connection to the Keepers is clear when Artemus shows Garrett his letter asking him to kill some rust bugs. Now how could Drept could contact Artemus without being a Keeper himself ? Keepers don´t have open contact with the hammers and pagans.

So Drept is IMHO a keeper working as a Hammer spy.
Because:
1- He liked hide and seek.
2- He spotted the Hag without being spotted.
3- He managed to escape from a nursery tower in flames surrounded by crazy psychos from hell.
4- He knows the existence of the Keepers and has contact with then.
5- He managed to... GRASP! SPOT GARRETT SNEAKING !
6- He needed Hammerite info because they keep tabs on everything non-human as they see it as Trickster´s demons.

Sorry to burst your thought-bubble.
A critical part of being an Inspector is to be very observant. It's not easy to see a Keeper...not impossible...just not easy. Garrett has a gift. Drept could have that gift but chose to be a Hammer when he became an adult. All the Keeper recruits could have something that brings them to the attention of the Keepers. Midichlorians?
The Keepers are in touch with many persons and factions, as necessary for maintaining the Balance. There's no reason to believe they show up as Keepers when they make contact. There's no reason to believe they give away who they are when they influence a person, although they nearly gave away too much when they originally approached the Hammers with the Talisman(s) back when Drept may still have been in the orphanage.
Anyway, just to reiterate: The Keepers are in touch with whomever they deem necessary, to influence or gather information.

Being in contact with a keeper doesn't mean one is a keeper's contact, even, doesn't mean he knows the existence of the keepers.

I highly doubt Drept is involved with the keepers. The hag was busy consuming the girl in the orphanage, thats how he got away without her noticing. As for spotting Garrett, he wanted to talk to Drept, so he wouldn't be using his sneakiness.

It is equally possible that one of Artemus' duties is serving as a Keeper liason to others - he doesn't just get the letter from Drept, but also the notification from the Pagans about their letter at the Docks. This doesn't mean that Drept or Dyan have to know about the Keepers - just that Artemus can carry their messages and ensure that taffing Garrett knows about it.
