I actually like that idea. It doesn't fit perfectly, but it fits well enough to be passable.
Ion Storm gave it to the keepers right up the rear in TDS. The focus on glyph magic was absurd, and the enforcers were painfully non-discreet. It's nice to believe that at least some of the Keepers still know how to conduct business the old fashioned way: careful management of information and spies.
