This is called "Scary Sheep". Isn't that the music from "Shipping and Receiving" in the background? Anyhow, it's used to good effect. The sheep would not be scary at all without the music. I bet there are more instances of Thief's creepy music showing up in unexpected places.

There are music files with similar noises (Shoalsgate...?) but I cannot remember hearing these particular ones somewhere in the game.

I don't think it's from Shipping and Receiving. Although I think I've heared it in TDS, it might be just some random scary ambient music, might not even be from Thief.

I'm no musician and I was doing the basic techninque in the early '90s with a 4-track cassette recorder, a cheap bass played through a pre-amp with a generic reverb setting, and an analogue echo machine. And I was experimenting to see how I could imitate an effect I was hearing in recordings from that year and a decade-plus earlier.
Nowadays, with a computer a person can achieve similar results very quickly.
'Twould be better to say that sounds which remind of Thief pop up in unexpected places. And I agree.
