Those "releases" are various versions of the Dark Engine source code, found by different people in different places, none containing the *whole* code but close enough for some motivated coders to start working in private on a custom build. As far as I can tell, the efforts are combined and good progress is being made, but nothing has been released yet and nothing will be for some time.
Why things are quiet around here is pretty simple to understand. It would be stupid to pretend to "hide" the work being made from Eidos, but it is a testament of good will that nothing is made public and no one is trying to gather tumult and excitement while the legality of it is still being debated by their lawyers. IMO, everybody wins.

Yeah. Having a piece of a piece of the code isn't going to help the community, only some individual who has the part they want, or something. If they pass on a modified exe without explaining what they've done, it won't be good for people to run it, and it won't be compatible with other mods that share code with it.

If so, that's awesome. Sorry, just didn't want to read 42 pages worth of thread to catch up.
I remember people discussing this idea waaaayyy back in the day, but no one ever seriously believed it would happen. If Eidos is really willing to do this, then major kudos to them, especially after going through all that pain with T3Ed.
I would have so many ideas for this engine, I don't even know where to begin. I don't know exactly how the code works, obviously, but the possibility of an open world connecting all the missions of a given Thief game makes me drool a bit, especially if the game can be tinkered with so that some of the architecture could be generated automatically.
Or we could just update the graphics/textures. OTOH, I always thought there was a certain, creepy charm in the Dark Engine renderer that was absent from other games. I've never been able to put my finger on it, but it's there.
Pretty cool stuff.

Unfortunately, we don't know if anyone's actually working on releasing the code. We've been told the legal department is aware of it, and they have a copy of the code (we can't say it's even the whole code!), but it's been at that precise status for about a whole year now.

Yep. He can't do anything since he's not part of the legal department or in any administrative position, so all he can do is pass on messages.
