They as in Eidos (subsidiary of Square Enix), and yes the complete source code.
Those guys are saying, since Eidos/SE has the source, they have the occasion to release it with the GoG release, since they probably have to work out a bunch of legal bits and bots for the GoG release of the basic game anyway, that might give them a chance to work out the bits and bots to release the source code while they're at it (something they, Eidos, said they'd do in the past but haven't done yet). I think that's what they're trying to say.
Edit: The other thing mentioned in another thread is they may well use the source code to make a new version of the game for the release that plays on newer systems (as opposed to using the fanmade TafferPatcher or ddfix), since that's part of what GoG is all about. So if Eidos is working with the sourcecode anyway, maybe that will give them some incentive to package it for release. Or something like that.

This could be fairly interesting, then. I still have no real expectation that the source code will be released, but if GoG is given access to it (as it sometimes the case), they can at least iron out some of the compatibility issues which currently exist without great difficulty. That would be a decent step forward, at least.

I still dont see it on there are you sure its being released on there ?
While it would have been nice for them to release it at least they will be doing most of the work and making it available to people to buy.
Of course they are probably doing the bare minimum to get it working while the community would have enhanced it and removed some of or many of the restrictions that currently exist in the game.

Just wish that they release the source code ... it would be great to probe how everything worked. Making custom missions in DromED was not enough ... no. We need all the artistry behind it :)
