It's happening now because someone here took it upon themselves to do the legwork of tracking down ex-LGS developers, instead of once again asking Eidos to do it. Several of us in the community have approached Eidos over the years to ask them if they would try to track down the source code. I don't know the exact responses others received, but one response I got was 'it's gone' and the second community manager I had contact with simply stopped responding after saying he would look into it.
If I mistrust anyone right now, it's Eidos because they clearly didn't do any real searching for the source code....otherwise it would have been found years ago.

Would an understanding of the source code be needed to create an alternative to DromEd, or is this something that's already possible?

I think you would certainly need an understanding of the code to some degree...as in how things work under the hood, otherwise it would just be shooting in the dark. The source code should have dromed included with it, unless it's just the game...but I doubt that. If Dromed is included, it could be completely revamped into a far more user friendly editor.
As for what could be done now, sure...if someone decided to take an existing editor and revamp it into a dromed editor...that would be possible, but they would have to reverse engineer a lot of stuff I imagine. It wouldn't be easy.

This excites me. I've been knuckling down with C++ recently. With any luck, when the time comes I'll have enough proficiency to be of at least some use in a project like that. (Hopefully).

if the source were released tomorrow, I would imagine it would still be around 2 to 3 years before we saw a major overhaul of dromed.
Our coders had a pretty good foundation when they started designing Dark Radiant off of the GTK Radiant code. Speaking of which, thanks to several weeks of dedicated work by Greebo, the next release will have a particle viewer. The next step will be to allow particle editing within Dark Radiant.
