I agree that fog should be used. Take for an example, the new FM "A Sinister night." Its not that scary without the fog on.

Obviously I disagree with you. I don't like horrors and it's very easy to scare me. In mission where you can't kill enemies, which are looking scary and have scary sounds and you practically need to ghost the mission, fog is just cheap move to annoy me. That's all.
Edit: So I checked this mission with fog just for you. Just simple exploration. So it uses darkness instead of usual fog. It doesn't change visuals that much too. If I wouldn't know monsters patrol route, this mission would be a bit annoying though without ability to see enemies from far away, especially if I would search for key item. So that's all, I don't see any big difference between playing with and without fog other than this single annoyance.

My perspective is that if the game gives players the ability to configure certain options such as fog, then the author shouldn't try to take that away from the player. LGS gave players the option to use fog or not in the OMs and it shouldn't be any different for fan missions. Also fog can enhance the atmosphere but missions shouldn't depend on fog for gameplay. I never liked the idea of authors including configuration files with the mission because they are basically reconfiguring someone else's installation to match their own preferences. There's nothing wrong with an author including a note that says the mission supports fog or fog is recommended.
btw the fog in LOTP wasn't implemented correctly anyway. The only place I see fog is at the very beginning.

@Galaer: How can you give a score for story to contest missions if you don't read the .txt before starting it? I assume many missions will make much less sense and you would unfairly pull points in that category. The author gives you the backstory, provides you with knowledge that Garrett would have. If the story seems confusing, do you then go back and read it to see if you missed something, or do you just disregard it? You say you read the first post in the thread, how is reading the .txt different?
