On region prices note that there are ways around that. I picked up Assassin's Creed 3 at US rather than Aus prices via getting it through Amazon. Was still the steam copy after it all too which rocked. Saved $40 out of it. Plan to go that route in future when I can for PC related games.
Where PSN is concerned you could just create a US account. I went and did that ages ago due to the lack of availability of some games (at the time) on the AUS PSN. So created a US account, said I lived over there and bang done no problems.
