Maybe he meant to type "I still DON'T have a lockpick", as in the other one. But not sure. If so though, you don't get lockpick 2 till night 2

You can't get in there. The reason I know is because I used something that makes you able to see the entire room. A scouting orb.

Regarding the window
There is a purse of loot there. It is right in front near the sill. If you rope up, and then look around you can FROB it and add it to your loot.
But you cannot enter the area.
Lock picks are permanent. Some keys are one use, others you will get that are multi use.
You only have one the first night, so remember the doors you got half-unlocked and go back on night two.
As for crossing the water, I'll not tell you but a hint: Think about rope and it's uses. :)

I'll give this mission full marks for artwork & atmosphere, but I'm finding the gameplay disappointingly turgid. When it flows, it flows very nicely with an interesting plot & achievable challenges as you explore the town, but there are far too many locked doors, half-locked doors & difficult access puzzles, which interrupt the dreamlike flow of events & remind me all too bluntly that I'm just playing a computer game.
I'll probably end up trying to get through with lockcheat on (& it won't be the first Thief FM to get that approach) ;)
In the meantime, the town itself is very pleasing just to wander through.

Just get through nite one, you'll get the other lock pick on nite two. Some doors are not meant to be opened.

You should AT LEAST read the objectives:
"Even if you ONLY GOT ONE LOCKPICK tonight, make a good use of it! ......"

He may know that he has only one lockpick, but just wants to cheat and open those dang doors because they just piss him off.
I assume on night 1 forcing those doors open will just result in empty little rooms behind them, GREATLY more dissappionting to Dead Rat than any frustration from the doors themselves.
