Have you been in the crypt area itself, or just in the watery cave?
If you are in the watery cave, you need to shoot a rope arrow and get up from where the haunt fell into the water. There is "land" in that corner of the cave (which you can stand on to make the shot).
If you are in the crypt area, you need to get to one of the other dead ends where there is a hole in the wall/ceiling, and jump + mantle up to the next floor.

I need one more plagued citizen... maybe two. Unfortunately, I led most of the people with plague to the guards who killed them so they're not easy to find. I do think enough are left because haven't triggered the mission fail. Where can I find a citizen with plague so I can cure him?
The mission is great. The city, buildings and walkways look like something that took millenia of living, tearing down, building and modifying to create. I think it's rare that a real old castle or city is built all at once with one designer. The charm in ancient cities is that they're designed for different purposes and people, sometimes out of whim and other times out of necessity. Also, the mission is vast and yet mostly claustrophobic which I like since it feels like it was a desireable place to live, but there was always more people than it could fit. You can feel the history of teeming pandemononium as you walk the paths.
Also loved the side stories like the monk who fell to his death. And I liked the resolution of the donut and the chimp.
I did get stuck at one point, fooled by an inconsistency in rope arrow suitability in beams. In the cathedral those beams just don't look like the type of beams that take a rope arrow. Also, they looked too narrow for exploring. I figured they didn't go anywhere. At the same time, I got to the top of the crypt thinking I'd found my way in only to realize there was nothing up there. I couldn't believe it. I kept looking for a sliding panel or something. Once again it was like the person who designed these red herrings (someone who lived in the city) died before the mission was completed and someone else, someone unaware of the previous person's work, got assigned the job of creating the final path into the bell tower. That just fits perfectly into the way things should feel.

Try the two ladies at the cathedral, if you haven't already. Then exit through the wall to the canal, cross over to the other side and go in the opening there at the canal level.

I wonder why this hasn´t triggered the "don´t let anyone die because of your negligence" (or something like that) objective?
If you tell me if you are in Night 1 or Night 2, I could give you a list of the plagued ones that come to mind.

What "two ladies at the cathedral"? Do you mean the guards on the outside?

Got that one already.
And I'm on night one.

If you have been to the cathedral there are two ladies walking around the outside. You can get them both with a single arrow if you time it right.

OK, seems you are only allowed to fail two curings, as I could come up with six "zombies" besides Jenivere, and you need to cure 4.
The two women theBlackman is talking about are only there on Night 2.
1. Basso´s neighbour (rope arrow up)
2. Guy in filthy place close to the water by Westgate Wharf
3. Policeman outside the gate by the Market
4. Woman in cage at Dr. Knox' place.
5. Guy by the lever at Sewer Maintenance Station 1.
6. Oliver at Oliver´s Clocks (rope arrow from canal close to Mechanist place).

Jian, is right. Sorry about that. The neighbor is a tricky one though. You need to climb to the roof that is right next to the shop when you exit. If you look UP you will see a flat roof and a window with a light in it just to the left as you start down toward the alley/market.
It's right across the street from the porch where the guards are when you come out of Basso's.
