They've specifically made a distinction between "DLC" and "expansion packs" though. So I'd imagine the former will encompass mostly low scale side-quests (like one-shots, probably not ones which span multiple scenarios) and your MMO-esque micro-transaction fodder, like horse armour packs.

on the contrary. first DLC will be an additional sidequest. So a little more meaty, even if it's of the fedex kind (maybe).

You can't just slap tessellation on something and expect everything out of it, you have to make your assets for it, or it makes as much visual sense as bump-mapping diffuse-textures.
