Well, new 'cutting-edge' games can go back 1.5 or 2 years in technology if you slide all the stuff down. So probably if you buy a new machine this year, you'd be set. I'm guessing, of course we have no idea.

It's a bit early to be asking don't you think, considering the game's only in pre-production? Heck, we don't even know if this is going to hit current generation consoles or not.
It'll be a while before we know anything concrete - so I'd suggest you hang loose, chill out, maybe take up a new hobby or three in the meantime.

If its released after 2 years, I'd start saving for a new computer. Looking at recent endeavors in the electronic and computing area, I would say HUGE developments are on the verge of the horizon; these could definitely effect the amount of power Thi4f could use.
If, however, it is released before 2 years, you may be able to get away with a moderately powerful rig that is 1 or 2 years old now.
In the end, be prepared to update various necessities as time goes on (ram, graphics cards, motherboards, whole rigs, the list goes on really:weird:)
