As nicked already wrote, the phosphorous canister seems to be hidden on a metal beam in the high voltage room on Expert difficulty. I played on Normal, and IIRC found it in a niche to the right of the fireplace in the same room, the high voltage one. I think I had to go through a banner in the manufacturing area with one or two civilian worker(s), and then possibly had to do some acrobatics on the outside of a building. I am not completely sure anymore, though.

Easily missed loot (I found 646/700):
-A tiny gold ring in the inn on the cutting board in the kitchen
-Several scattered coins on the floor outside and in the buildings
-An indigo vase in front of a window up high

I've released a minor update. It fixes a pathing bug by some stairs, along with some other small fixes here and there. I also added a fun little item you can buy from the store on Normal and Hard difficulty.
