I think he just means to say, if you're going to combine both missions into one mission, you need to get the top floor in working order in the first mission. It's an obvious point he made just for the record.
Looking at both proposals, I think Brethren's idea is still the better way to go. It would just be more of a pain in the ass to cram two missions into one when we already have two missions ready to go, just a lot of fluff in the 2nd that we can gut out and streamline so that the player only encounters the new material.
And by pain in the ass, I don't just mean extra work, but lots of little details and continuity problems that will raise all sorts of questions that it's not only easier but probably better for the game to leave as they lie. (e.g., I have an intuition that it wouldn't be quite as straightforward as a person might think on first blush, once you get your hands on the messy details ... AIs and triggers and objects to move around, create, destroy... Paths to artificially block and open back up... Even if you could, would you want to.)

Combining them would require an major revision of the premise and the premises. The cuckoo clock, the security, the Mechanist machinery, Hammer priest Norell vs. Mechanist priest Huxley, Head Librarian Philemon and his missing "M" stacks, Ashton's rewriting of the Lorna & Giles letters, the place in disarray for the upcoming exhibition vs. all things in place and ready, Phyleas Crowell's resignation and need for replacement, Gervaisius' blossoming love for Carina Veloden...
So yeah, combining's too radical a choice, and the other option looks much better. Just block people from the upper floors completely, and let the increased security later on be related to Garrett's intrusion as much as to protect the artifacts.

Few do remember any of the texts in all the games. More remember conversations, but even then, only some of them. In describing locations within mission maps, I've been told "I don't remember any of that!" So, I think that's up to to individual.
Has anybody ever thought of going through and modifying ALL the OMs so that not one text or conversation remains if it isn't critical to meeting all the objectives?

I'll raise my hand and vote: I don't think we need to be going around cutting non-essential stuff. Even if you won't remember it, it's important IMO to have fleshed out world while playing it. Readables are more than plot. And it's just fun to read stuff while you're bumping around a mission.
And for somebody, you can imagine it will be their first time to play it, and we're shortchanging them from everything LGS put into it that we got to see. For that matter, it's a sign of respect to the LGS guys. It's their expansion. We should try to keep as much of their presence in there as we can, including in the OMs, and just change stuff that we could imagine they'd do themselves, for continuity reasons or whatever.

I agree, I just think the alternatives need to be weighed. If a truly good idea to actually fix a huge problem, which everyone agrees is a problem, means that an obscure side-plot in a scroll somewhere no longer makes any sense, then you shouldn't sacrifice the good solution for the sake of a few lines of text noone remembers anyway.
We're already saying to LGS "this is broken, we want to fix it" ... removing a scroll or two in light of that isn't going to be a disrespect.
