I don't remember anyone saying that using content from T1/Gold in T2 was forbidden. The only thing that is is porting entire official missions from one game to another.
A female necromancer would be going a little far though. But, I am not too up to date on contemporary fantasy.
I think alot of missions authors fall into the camp of, I'd like to do it, but I'd rather work on my own project. Doing a Thief 2 Gold mission puts any author a little too much at the mercy of the opinions of the general community. I've seen how insufferably nitpicky these forums can be when they feel like they have a right to.

Wouldn't it be best if people with enough interest just put the daunted feelings aside and messed about, studied the maps, researched the clues left by Emil and MikeC, and didn't allow worry about the community to put them off? Couldn't this be approached as a challenge, rather than dabbling in legacy and the worry about the canon of these missions?
Understandably, one's own projects will take precedent, and they are safer, with much less creative restriction. I would like to see the community engage in a strong "What if...?" discussion, building on what is known, and separating legitimacy, legacy, sacred ground, and so on, and treat it as a set of abandoned missions made by fans.

If the Necromancers spoke similarly to the Hand Mages minus the four elements, looking at the manner of speaking of Azaran and the Hand Mages, that could provide the starting point.

The point that I was trying to make was that, if Looking Glass were going to make a mission about a new faction (Necromancers), they would have created a full new voice set for them, and any attempt to piece together a Necromancer voice set by stealing samples from another original voice set would feel extremely forced and ruin immersion, just like missions that use female Hammerites that speak with a Mechanist voice but with most of the Mechanist references removed, or missions that try to make Garrett speak by cutting together parts from various clips. They sound forced, out-of-place and unprofessional.
You wouldn't feel you were playing an LGS mission with such voice sets, considering that audio was something LGS excelled at.
I think you'd definitely need new voice sets, though you'd need to make sure that they are very high quality.

Well, we'll never know until it's attempted. I might try to play around with it in a few months, but I have to see to my Dark Mod commitments first.

I wonder how people felt about the female guard voices in MX. The high ranking ones are actually Mechanists, and the low ranking ones are actually servants.

Now AI barks/broadcasts and one-liners I can understand, but conversations? Mission-specific verbal clues? I would hope the missions weren't built around available vocals.

Well, there are two games full of conversations using the same voice actors. I believe there are some unused materials in T1/2. With some careful and creative work, new conversations could be constructed....not just with unused, but with all of the materials.
Make a list of all the available conversations, transcribe them, and plan new conversations around them. Editing can be an amazingly convincing thing. :) I know folks are skeptical...but it's doable. You just have to plan ahead and it could work.

But much much more difficult than just writing some new lines and handing someone a mic. :weird:

I'm aware of that, but as I've been saying...it's the principle. Sure it's easier, but it would defeat the purpose. :erg:

It would be generally understood that Thief 2 Gold was a fan endeavor, so I don't have a problem with the concept of us giving it a go and having fun with it. I don't think we should worry 'bout a damn thing. :p Well...except for integrating these new missions into the story so it actually improves it.
And then there's Garrett going to a bar and getting a Hammerite Priest drunk to get him to talk about Karras.... :cheeky: Although I think that would work better as a briefing before Garrett went on his mission to the abandoned Hammer temple.
