I have a very weird problem. I can hear some of the sounds of the game (the clicks in the menu, the doors opening, Garret's comments, some npcs, slash of my sword) but no others: I jump, i sprint in diferent types of ground, i knock off guards with the blackjack, or simply i press the "test audio" button in options, and i dont hear anything.
I tried reinstalling.
I tried without patch (1.07) and with it (1.18)
I tried compatibility mode (my SO is Windows XP SP2)
I tried with hardware audio in ON, and OFF.
With HA On, i tried EAX ON; and OFF.
I lowered the directsound acceleration in dxdiag.
I searched fan patches in the main page.
I read the FAQ (thanks to that i can see now the videos and the affinity problem with my Pentium IV HT)
I searched in the Forum, and in google.
But nothing. Ah, with the same PC i finished Thief I Gold without problems. And with all the sounds :D
So.. what? corrupt data files from the cd itself?
Specs:
PIV 3.0Ghz, Gigabyte Mobo with Realtek audio onboard*, 1.5 Gb RAM Dual Channel, 6800GS AGP.
Windows XP SP2.
* : Your typical AC97 5.1 sound integrated in mother board. It works perfectly with all the other games (and i play a lot ;)), DirectSound 3D, EAX 2.0 or 5.1 native like Doom3.

I would try reinstalling into a different folder than your current Thief II folder. It could be that your HD has a bad sector where some of the resource files are located.

Make sure that whatever is selected in your sound card properties (e.g in Control Panel) accurately reflects the number of speakers you have.
Also, in the game itself, try changing the 'Max Number of Sounds' option in the Audio section.

I bought a budget edition of the game in play.com
Now it works. :)
