I have Thief 3 now. :-)
The game works fine except that the lock picking is broken. The jiggling happens, but none of my keys or mouse buttons make the tumbler "finished" as I read about in the manual and in online reviews.
Has anyone else had this problem? What fixes it?

Hm. Works now.
I reinstalled the game, to remove the .ini changes I had made based on the forum's recommendations. But I think the main problem was I was not having the "tail" of the moving pick far enough out from the center of the circle.

Probably. The "Pick" needs to be flat against the locks like the hands on a clock.
And you might find the direction arrows on the keypad a help. The more complex locks also will use the quarters of the locks for a sweet spot IE. Instead of 00, 90, 180, 270, they will also use 45, 135, 225, 315 for sweet spots. That's in degrees of a circle/compass. :D
