It could still be believable, assuming they don't decide to set Thief on Earth. I mean, how hot does fire have to burn in a fantasy world?

(Yes; I know ... 'sarcasm'.) But I really do want to know more about these 'tools' that NuGarrett is going to use to put out torches instead of water arrows (if they aren't referring to dry ice arrows, of course). They distinctly said 'tools', and the only tools one could use, that I can think of, would be a fire extinguisher (besides a bucket of water, naturally), or dirt/sand, or a blanket.

The problem isn't so much whether this or that will do this or that. The problem is that they've stripped out a functional system that is actually the underpinning of the Thief world. That's a huge change, IMHO.

just just just' for the Thief fans (because he claims that would be 'dangerous', which I still haven't a clue what he meant by that?). It's already pretty much a given that they're gearing T4 to the mindless majority who enjoy fast-action sequences (auto-parkouring & speed runs through the City), who want lots of hand-holding (as in auto-take-down scenes where you're not allowed to do your own takedowns), who love main characters whom they think look like bad-assed ninja dudes, and those who like the auto-switching from 1st to 3rd person because they like being able to see how kewl their character looks while climbing. No; EM is not making T4 for anyone but the mass market of gamers who like the above-mentioned crap. Like they keep saying, they're 'reinventing' Thief, not making a sequel.

Your assumption that water on the end of an arrow would be able to put out a torch is just further reflection of your lack of critical thinking.
Neither solution is scientifically feasible even if you make the elemental leap - the amount of water you'd need to generate with the elemental crystal would be so vast that it's use as a stealth item would be completely undone.
