Which one will be better in your opinion?
The Dark Mod won't be Thief. It will have different factions - Builders (analogue of the Hammerites), Inventor's Guild... But it looks like Thief and thus It has a great potential to please the old taffers.
Thief 4 is different. It is supposed to be a true Thief game, with the same factions, the same protagonist, the same setting. However, we know nothing about it. There are wild speculations about what it will look like.
I don't know if Eidos Montreal realizes that they should make a game that's superior to the free products of our fan community. It will be sad to see a Thief 4 looking worse than the Dark Mod.

I'd like to start off by saying that this is potentially a very controversial and inflammatory topic and that TDM is not trying to be "vs" anything.
Furthermore there are fundamental differences between the 2 entities, aside from the world, history, lore and faction histories - and the fact that the TDM world is not the "Thief-verse" and there are no Garrett or Keepers.
1. Thief 4 is going to be primarily a game. An editor would be a bonus.
2. The Dark Mod is not a game. It is essentially an editor.
Therefore your question is like asking if the Source editor is better than Gears of War. One is an editor, the other is game. The editor may be used to make maps that are similar to those in that game (despite the engine tech being different) but ultimately it is not a comparison that can be made.
Now if you were to ask if FMs made with TDM will be better than Thief 4 you'd have a proper question. A question that is impossible to answer because just who the frek knows, but a question nonetheless.

You can't compare different things. Both can stand on their own. It is like asking which one is the best TDP or TMA?

I disagree with you, Subjective Effect. I don't think it will turn into an inflammatory topic, if we discuss it politely.
Plus, The Dark Mod is not only an editor. They do plan to make a campaign.

I'm well aware of this but the toolset will be released first and I'll wager that many FMs are made, not by TDM members, before any TDM campaign is finished.
The community will be judging TDM on how well it can be used to make FMs, not on the quality of the campaign. Thief 4 will be judged on the overall quality of the game - campaign and all. Besides, if you don't like the TDM campaign you can just make your own FMs/play other FMs.

I could ask you the same. Look, maybe you're happy with EM giving us nothing but a ridiculous logo after two years of tease, but why do you expect me to be happy also? I'm bitter, I'm angry, I feel betrayed, I think the game has as much chance of being released as Duke Nukem Forever. OK?
