is not a game. It is essentially an editor.
Therefore your question is like asking if the Source editor is better than Gears of War. One is an editor, the other is game. The editor may be used to make maps that are similar to those in that game (despite the engine tech being different) but ultimately it is not a comparison that can be made.
Now if you were to ask if FMs made with TDM will be better than Thief 4 you'd have a proper question. A question that is impossible to answer because just who the frek knows, but a question nonetheless.
What he said. Maybe if EM decide that Fan Missions are the bees' knees and that delivering an awesome set of tools for mission authors is top priority then maybe, and only maybe, might we have a fight off between the two. Until then...
Gotta say though, I'm slightly dissapointed that EM have yet to announce their intention to use the DarkMod tool set.

I just love all these speculation threads. Why don't you just wait and play Dark Mod and judge for yourself. You don't like it fine, go play T2 FM's. You love it, well ain't life grand.
There will be PLENTY of FM's to play in Dark Mod. It will FEEL like a game, and yeah, it feels like Thief. Because there will be completed FM's and a completed game to play. They will get to a point they feel comfortable with, and release it. Now that doesn't mean too, there still won't need changes made, tweaks made, like you guys have and are doing with Dromed. It does indeed have a Thiefy feel to it. I've said it before, I'll say it again. THIS is the future of Thief.
