A theory to test:
Maybe the wisp causes only a little damage at a time, sucking the life out of you. That pagan was probably on the last hit point.

That's what I thought, too. He must have ran into this thing some times, although there should be blood on the floor then.

I have seen no other example for health-draining in TDS, but if I'm not mistaken those enforcers standing in the fire DO bleed.
