I wouldn't really count it, it was more of a "hey here's some thing we gave up on long ago looks what could have been!" type of situation. I don't even think you could finish it.

I finished it, but its hit or miss whether the lever that ends the mission is frobbable. I would still count it. There are many missions that upon release wouldn't finish properly that got counted. If a dml gets released where that mistake gets fixed, it's a complete mission.

I actually have some recollections of seeing this or a similar graph years ago, with the tendency of FM numbers already dropping down, and I was like - sh**t, we need to do something about it! :)
