Does anybody know where to get key for the safe in order to get a Vase? I lood everywhere with no luck.

You need to find this room. There's no other like it. Depending on difficulty level, the key is in one of two places, there.

Is this room in the sewers or in house?

"House", though it's still in the sewers.

As the map indicates, there's a basement hatch entrance. You'll have to crouch to get in.
