The obvious point that everyone is overlooking here is that the people who are pulling this off with a single arrow, or just a moss or water arrow, are doing so with the upgraded bow.

I had to load a half-hour old save because I wasted all my water arrows...
But then I tried, and indeed it works if you douse both torches and light them individually.
If yo douse just one and then light it, the passage still won't open.
When I played Thief some years ago (older version ofc), I lit both torches with a single fire arrow and it worked.
