Apparently AI-Nudging that guy (Thom), and/or dousing the flames and jumping onto the bed and making him go to alert level 1, and/or stacking objects to keep him from seeing you are the only ways. It's one of many scenarios in Thief that wasn't made with ghosting in mind.
