I am on level 13 - Casing the Joint in Thief II Metal Age.
In order to open the staircase, I need to get a cuckoo from a toolbox.However, I can not seem to find it ANYWHERE. In a walk thru on this site, it shows the box on a bench in the ballroom, but when I walk in there, it's nowhere to be found. Do I need to trigger something, am I looking in the wrong place? please give a detailed response, and don't just paste a cheap walk thru.

Firstly, walkthroughs are not accurate for all levels of difficulty.
Depending on which level was played, the location of items, the number of items etc. are vastly different sometimes.
If you get stuck, it is better to pose a question than to depend on a walkthrough. Which same, in many cases, just solve the mission in the shortest possible route, leaving much unexplored and letting you say "I won", in stead of "I played".
In your case, the tool box will be in one of three locations: In the room next to Livia's on a workbench. In the ballroom on the floor. On the mezzanine above the main entrance near the railing.

No map. Look in the rooms on the same side as the entrance you used.
Livia's room has a door to a workroom. If I recall correctly, I usually do, there should be a workbench on the right wall with a tool box on it.
Facing the "stage" in the ball room it will be to your left. I think it is in one of the outside rooms.
You entered through the chapel. Then entered a hallway. Heading to the ballroom along that hallway you pass a series of doors on your right. I think the room you want is one near the end of the hall. Livia's room has an adjoining workroom. The workroom is the LAST ROOM ON YOUR RIGHT before the end of the hallway. The toolbox usually is on the bench in that room.
On Expert the toolbox is in the ballroom on a table.
Take your time in EVERY ROOM. Look in every nook and cranny, and any box, book or other object that "highlights" should be opened, picked up or read.

Um. You're kinda asking a lot, for a map, gamerguy. It's very helpful to explore the place and Case the Joint and let the game make your own map. As you go from room to room, your map is being filled in. The map you use later will be the same one as this, and if you haven't explored enough, your map won't help, and your limited experience won't help; HOWEVER, here's some crappy visual-aids.
If it's not there on the workbench in the Ballroom, try to get up onto the mezzanine (that's "balcony" for those who don't know), and go through the doors to the Main Entrance:

At the Main Entrance, Sgt. Porter and Foreman Hobart talk about the cuckoo. If it's not there on the mezzanine to the right of that hallway from the Ballroom, get back down to the floor, and go out the door to the south, into the south Main Hallway:

I'm walking you backwards from the instructions on the pictures. Follow the hallway south, then around west, and to the first door on the left. Enter the room. Go from that room through the door into the next room, which is Foreman Hobart's workroom:
