Sands is a tall, lean fellow. He doesn't take up much space at all. But I guess for garrett, it'll all come down to how the actor wishes to portray him. Seeing as people can't really melt into shadows on cue, it'll be up to the way things are acted and filmed... so indeed, we could have a beefcake Garrett or a svelte Garrett, either could work or fail.
But Sands could recreate the personality and aura perfectly. And he just happens to have the right facial structure...

Personally I'd go for non-Hollywood, no-claim-to-fame actors who are masters in theatre and stage. Some Hollywood actors can act, but these days (call me jaded), their name seems bigger than their actual talent.
I've never acted but I love the theatre, and I think with actors who perform "live" on stage, the feeling is a lot more tangible when you don't have a huge camera right smack in your face all the time. With theatre, your role involves much more drama and genuine emotional expression, because you don't have the convenience of a camera to magnify your face.
That being said, my point is that Thief is such a dramatic game. The deep shadows, the light, the architecture, the blend of monumental historical eras (Victorian, Gothic, Industrial Steampunk, Medieval), the characters. The very act of thievery is itself a drama, sometimes a subtle one, other times larger than life, because as Garrett (and his circumstances), life hangs on a line more thinly than any other hero archtype. Garrett is your regular man, he dies easily (though that doesn't mean weak).
Thief as a movie can work if there are actors who do not have the burden of their screen-names to carry with. what they will bring to the Thief movie, is their own passion and love for performance, they will, under a good director, be able to "feel" the Thief universe. The producer...with people who can produce sets like Lord of The Rings, why isn't a Thief-world, with the City and its quinessential architecture and citizens, impossible?
Someone mentioned the movie "The Name of the Rose" and that is in my opinion a touch of what a Thief movie could be, perhaps much, much darker.
