If you realize what The Eye is capable of, how malicious it is, and its history with the Keepers, you know why they had to re-contain "the ancient corruption". The Eye is in no danger from anyone.
Of course it works both ways. Anyone who found an alternative way in was going to be toyed with and killed or zombified. They weren't gonna get out.

The key phrase in that quote is:
"To protect us from that which lies within"
This implies that the Eye was, in and of itself, a threat and would do harm if it was presented with an opportunity to escape.

Now I'm just guessing, but I think The Eye would only want to have a 'master' (more victim) who is worthy. Someone who is capable in stealing him in that cathedral and managing to escape is worthy... :p

DarkMax: The Eye was trapped inside by the Elemental Wards that sealed the whole Cathedral, not just the front doors.
And after Garrett breaks the seals with the Elemental Talismans, The Eye then traps him and tests him. Remember, The Eye was under a Pact with the Keepers, and The Eye had to test Garrett to see if he might be The One, as the Prophecies fortetold.
