Is it possible to use Thief Objectif Wizard on Windows 10 ?
I get the "comdl932.ocx not correctly registred" when I try to run it.

The search function is your friend. It's Comdlg32.ocx

To fix the issue with COMDLG32.ocx:
1. download the file and place it under "c:/Windows/SysWOW64"
2. open the windows command prompt
3. type "regsvr32 c:/Windows/SysWOW64/comdlg32.ocx" and hit enter

Oh yes, I missed that thank you. It worked, I had to do the same manipulation for richtx32.ocx

I downloaded the latest version and tried the fix mentioned here to get TOW working, but Windows 10 is still not registering the file. :erg:

Follow Daraans link to get RSouls objective tool.

Okay, thank you. Hoping I can figure it out. I'm not the brightest bulb in the box when it comes to those types of things. None of the tuts I have seen use R Soul's tool for creating objectives. Is there a newer one out there?

It feels, looks and works basically the same as TOW. Instructions included in the readme.

The advantage of GoalMaster is that it can also generate your goals.str file with the required text. The goal list can be rearranged, and saved/loaded, which makes it easy to make changes.
