Earlier versions of Garrettloader sometimes have problems with OGG files on some systems. Darkloader will probably handle them fine.

Ok, what happens exactly when delivering the 3rd cargo?
Did you see the screen fade to black and some onscreen text, but heard no sound, or was there nothing at all?

No, I can see no text at all. As I frob the hatch from the inside, I find Garrett stuck outside the ship facing the skyline ahead; can't move, can't do anything.

That is odd. Actually you shouldn't be able to do anything inside the ship once you've placed the 3rd cargo on the appropriate shelve. The sequence should start as soon as you place the cargo...
There are two things you could try:
1. If you saved right before delivering the 3rd cargo, reload the savegame and try again.
2. The cutscene should take about 2min and 13seconds and all controls are disabled in the meantime. Try to wait 2min 13seconds and see if you get released afterwards and if a new beacon was added to your inventory.
