It's not a bad idea but it only applies to rubber-soled footwear. We don't have any indication that they had such a thing. My guess would be they're made of thick layers of leather or possibly even wood or metal padded in the feet with leather. If they were made of leather, they would be far quieter than the sound they make on metal. Just based on the sound I would guess he's got steel toes.

He's probably wearing boots a bit like mine. They're made by Loblan. I can't find my boots on their web site, but mine have the same heel and sole as this one:

It makes all the same noises as Garrett's boots, except it's slightly quieter when wet. It's not
quite as loud on marble, and it's a rare metal grill that makes any noise in my experience, but in general it's very like Garrett's footwear in terms of noise.
