Refusing to join and not being seen is not the same thing. Being able to see a Keeper is one thing, but to not even being seen yourself by a Keeper is something very special. If Garrett could do that, I can just imagine what he could do next. For example: What if Garrett picked some important document from the Keeper and he got curious about who his victim really is, so he decides to track him?

TDP & TMA: They'd leave Garrett alone and he's just go on stealing stuff, and Ramirez would try to use the Keepers to form an even more organised crime ring, but they would quit. The ex-Keepers would then form a "No Ramirez" club.
