right, here's where I get stuck on the order / info
- is there something that tweaks the difficulty settings? Is that the same thing as the thing that fixes some bug that causes difficulty levels not to stick?
The Patch covers that.

Check my signature. GarrettLoader handles Thief 3 FMs (as well as Thief 1,Gold,2, System Shock 2, Doom 3, Half Life 1 and 2, etc). Install the all in one package rather than the upgrade or standard package as for Thief 3 you need an updated T3MAIN.EXE (included in the all in one) as objectives and graphics may not work correctly in FMs without it (unfortunately its the same size an version number as the original exe but has a different modified date so it gets confusing, although GL handles all that for you).

2a) someone correct me on this but I think you need to install John P's textures here.
3) install the editor (following instructions, you need a lot of hard drive space) and the T3Launcher (used to re-edit the registry when going between game and editor.
4) Play the training level (in the game not editor) for a minute or two so that T3 creates its save game info.
5) install and configure GarrettLoader (so that it picks up the same game info, and other T3 settings).
6)create your FM, or play other peoples.
Just a note, there will be a new version of GarrettLoader out late next month. It should contain ShadowSpawns IBT file compressor (IBT files are the T3 equivelent of T2's MIS files, only they average about 70mb in size), which will allow you to compress/de-compress T3 zip files (testing has shown that some 50mb zips have got down to about 5mb).
I'm sure people can correct me/add to this as well.
