Look at the source code. Last I knew, there are a few OpenGL calls in the library for extremely basic 3D operations. No shaders, no multitexturing, no vertex buffer, no index buffer, etc. You might get it to software render a custom coded "Hello World"-style basic 3D app using only a few rudimentary Direct3D calls.

The instructions are relying upon a Microsoft SDK that contains D3D binary libraries. However, the Direct3D 10 portion of DirectX 10 implements a new API approach and relies upon a driver model (WDDM) not even offered by the WinXP HAL. You can install the libraries, and perhaps even get them to return a version string if called. It is something else to actually run any appreciable level of code, especially with hardware acceleration.

Yes, yes it is. I picked it up pre-owned today.
I made a beeline for the big city, stole a sports car and crashed into drove over to the airport. The queue was terrible, so I grappled over the wall, stole a commercial jet liner and crashed it into a tree on the taxi-way. Uh, whoops. So I stole another jet flew over the desert at low altitude and then bailed out when I reached my destination.
Fixed everything up with a little C4, walked coolly away and rotated the camera so I could trigger the explosion as Rico was sauntering away.
Rico is cool. I figure he doesn't like to look at the explosions :)
However, one criticism is that I don't like that you can't see tiny teeny cars when you're on top of a tall building, it makes the game feel a little lifeless. I know they have to pull these tricks to make the game run at a decent speed, but I think it detracts from the experience.

You know, the only thing that bothers me so far is that explosions are static. If you crash a jet into the ground, it blows up there, and stops. No matter how fast you were going or the crash angle.
Makes it real hard to assassinate army colonels with 747s. And that's really the only reason to have 747s in the game.

I find a long range sniper rifle headshot from a suitable vantage point takes care of those pesky colonels well :)

The first time I ran across a Colonel a message popped up on the screen:
"Colonels are heavily armoured, so go for headshots!"
Great advice. Except I was in an attack chopper. Seems to me when you're firing duel miniguns and missiles that getting a headshot is a little redundent.
Also, weirdest Colonel kill so far - death by boat (attatched a fishing boat to a helicopter used it like a wrecking ball. Even though the boat was breaking every single law of physics and eventually wrapped around the helo, landing on top of it and bringing it down).
EDIT: Now I really want to play wrecking ball with a fire truck connected to a military cargo plane.

Firetruck bombing is one approach I hadn't considered. Don't know where I'd get a plane large enough to handle on in a place I could realistically tether a fire truck a still take off though.

I just pop the colonels in the head with whatever I have handy. Wish I could grapple hook them onto a Boeing. There are few things more evil and fun than watching a guard tumble and yell as he's dragged off into the sunset by a 747 on the runway.
As an aside, I do believe this is the first open world game where I feel like I'm there. It's a beautiful game, but the self-contained reality of it is something I haven't felt since, well... Ultima VII: The Black Gate.
There's tons to do, and while you can't bake bread or play the piano, there's plenty of distractions either way: jumping a jetboat onto the head of the guard that was just driving it, then parachuting off and into the city at twilight, and then leaping off into the moonlit glow of the night for a basejump challenge... it's quite something.
I can see it getting boring in a while from repetitiveness, but right now I'm enjoying the fuck out of just tooling around, exploration punctuated with the odd, random act of explosive violence.

There's a large airfield in the southeast of the desert island that has a cargo plane and a few tanks that you can connect (haven't tried yet, will next time I play). As for actually hooking up the firetruck, I'm sure you can drive one to a civilian airport via the main roads and hook it up to a B747.
Also, I hate the fact that you can't grapple the Colonels. As Sulphur said, it could have been been great.
I'm especially impressed with the scope of the game though. The sheer size and beauty of it is stunning, with no load times besides those for restarting and missions (and even those are pretty short).
